Al Garza is a national expert on the issues surrounding immigration law, border security and the illegal immigration crisis. Garza retired in 2003 after a 32 -year career as a private investigator in Southern California. He currently resides in Arizona with his wife Lucy. Rowe Institute for Economic Policy Studies at the Heritage Foundation in Washington D.C. Dr. Utt also served in the Reagan Administration.
